Seagoville, TX – The City Council is sympathetic to the economic crisis these local business owners are facing and unanimously desires to allow those businesses to reopen. However, the City Attorney has advised that this is not legally possible at this time. Texas Governor Greg Abbott’s recent Executive Order GA-18 states that it supersedes any order of a local government like the City that expands the list of essential services or scope of reopened services allowed by that Order. The Texas Attorney General has also issued an opinion confirming that “local governments are prohibited from allowing businesses to reopen unless they are recognized as essential or reopened services under the Governor’s Order.” The City Council and staff understand the urgency of the situation and will continue their efforts to urge the Governor to quickly allow the reopening of all businesses.
